Abilities are not permanent passives
Werewolf's Bloodmoon Howl lists +30% Attack Speed for 5 seconds with a 10-second cooldown. Treant's Healing Spirit lists a heal of 20% Max Health with a 12-second cooldown. The Raptor description reviewed here lists its three passives and no separate active ability.
Do not combine unlike modifiers into one total. Critical Hit Chance affects a different quantity from Critical Hit Damage; Life On Hit is not the same wording as a percentage-of-Max-Health heal. The listed cooldowns do not establish automatic activation, actual uptime or how effects stack.
Match a need, then check the result
First identify the problem you want to solve: offensive effects, hit-based recovery, or health-and-healing support. Compare the relevant item wording, then observe your own setup before drawing a performance conclusion.
