The Forest Raptor achievement names Kings Woods. Use that region name to identify the correct area. The achievement describes slaying the enemy; it does not promise a Rein on your first kill or provide a drop probability.
What the Legendary Rein provides
The official Raptor market item description lists:

Check your own abilities for damage over time and critical-hit interactions before choosing this support. This is an effect-matching decision, not a measured claim that Raptor is the best minion for a particular class.
